Why electrical statutory compliance cannot be compromised

In Malaysia, electrical infrastructure represents both the highest-risk operational environment and one of the strictest areas of regulatory enforcement. High-voltage installations (33kV, 11kV) and medium-voltage distribution systems are governed under the Electricity Supply Act 1990 (Act 447) and the Electricity Regulations 1994.

Failure to maintain compliance is not merely an administrative issue. It invalidates property insurance policies in the event of an electrical fire, risks immediate disconnection by Tenaga Nasional Berhad (TNB), and carries severe criminal penalties for facility owners and management.

Here is what every facilities manager and asset director needs to have in place.

1. Statutory Visits by Registered Competent Persons

Under Regulation 63 of the Electricity Regulations 1994, any commercial or industrial electrical installation receiving high-voltage power must be under the supervisory control of a registered Competent Person:

  • Competent Electrical Engineer (CEE / PE): Required for high-voltage installations (above 1kV up to 33kV or 132kV). They must conduct mandatory statutory visits (typically monthly or bi-monthly depending on installation capacity).
  • Electrical Services Engineer (ESE): Authorized to operate, test, and maintain switchgear, transformers, and protection relays.
  • Chargeman (A4 / B0 / B4): Responsible for daily switching operations, logbook maintenance, and immediate fault isolation.

2. Transformer & Switchgear Maintenance Cycles

High-voltage transformers and vacuum circuit breakers (VCBs) require structured preventive maintenance rather than reactive troubleshooting:

  • Transformer Oil Testing (DGA): Dissolved Gas Analysis must be performed annually to detect internal arcing, thermal degradation of insulation, and moisture ingress.
  • Relay Calibration & Secondary Current Injection: Overcurrent and earth-fault protection relays must be tested every 2 years by a certified Electrical Services Engineer to guarantee trip coordination before upstream TNB breakers trigger.
  • Infrared Thermography Scanning: Bi-annual thermal imaging of busbars, cable terminations, and main switchboards (MSB) to identify loose connections before catastrophic flashovers occur.

3. The Energy Commission Logbook

Every regulated installation must maintain an official Suruhanjaya Tenaga Electrical Logbook on site. During an ST audit, the inspector will demand to see:

  • Recorded dates and signatures of every Competent Engineer visit.
  • Operational logs of daily voltage, current, and maximum demand readings.
  • Records of all tripping events, isolations, and permit-to-work (PTW) clearances.
  • Valid Calibration Certificates for all safety equipment, high-voltage gloves, and testing meters.

If an incident occurs and the logbook has missing visits or incomplete entries, the management corporation or owner is exposed to direct legal liability.

4. Power Quality & Maximum Demand Penalty Mitigation

Beyond safety compliance, facility managers must govern electrical efficiency under the Efficient Management of Electrical Energy Regulations 2008 (EMEER):

  • Power Factor Surcharge: Facilities maintaining a power factor below 0.85 (or 0.90 for high voltage) face monthly penalty surcharges from TNB. Automated power factor correction (APFC) capacitor banks must be inspected monthly.
  • Maximum Demand Peak Shaving: Coordinating heavy chiller and industrial compressor startup sequences prevents spike surges that permanently elevate monthly maximum demand charges.

Under integrated FM, electrical compliance is not an afterthought treated as a separate vendor visit — it is incorporated into daily round checklists and audited by CIDB CFMM leadership.
